Conflict of Interest Program Manager
The Office of University Research Compliance at Oklahoma State University (OSU) seeks candidates for the position of Conflict of Interest (COI) Program Manager. The incumbent will provide support to the Director, University Research Compliance, and staff of the Office of University Research Compliance (URC). The Office of University Research Compliance has oversight responsibility for university activities involving conflicts of interest, research integrity, human subjects, animal care and use, recombinant and synthetic nucleic acid molecules, infectious agents and toxins, Class 3b and Class 4 lasers, and radiological materials and x-ray equipment.
Specific Duties include, but are not limited to the following:
1. Manage the Conflict of Interest (COI) and Outside Employment/Activity program to assure compliance with university and OSU policies, federal regulations, and funding sponsor requirements.
2. Develop, implement, and monitor procedures designed to promote compliance with COI policies and management plans including interaction and integration with other committees, such as the Institutional Review Board (IRB), Institutional Animal Care and Use Committee (IACUC), Institutional Biosafety Committee (IBC), and offices, such as Central Sponsored Programs Administration (CSPA).
3. Develop and implement a training and educational program (including written materials and website content) and serve as a resource for advice and counsel concerning the interpretation of policies and their application to individual circumstances, and to assist employees and the financial interest disclosure process and the outside employment request and approval process.
4. Manage, train, and evaluate the COI office staff to assure financial disclosure reviews and outside employment requests/approval are completed in accordance with applicable policies and regulations; assist in the review of more complex, high-risk situations.
5. Prepare and present reports and information. Communicate with departments to provide noncompliance reports and escalate to administration as necessary.
6. Develop, implement, and maintain a quality assurance compliance program including a risk-based monitoring program to measure compliance and identify opportunities for improvement and efficiency.
7. Coordinate the planning, development and maintenance of electronic forms and electronic administration systems and reporting tools for the program.
8. Monitor and inform administration of regulatory developments and changes that relate to COI reporting and disclosure requirements.
Additional administrative duties include providing administrative support to the Office of University Research Compliance (URC) and Vice President for Research, and all university-wide compliance committee members; and, as needed, schedule meetings, assist with meeting minutes, coordinating travel arrangements and all local details for inspectors.
Required Qualifications: Bachelor’s degree and four years of relevant professional experience is required. Preferred experience includes experience with COI smart, IRB Manager, Export Controls, and RISE.
COI-Smart is a web-based system that allows for the completion and processing of conflict of interest disclosures. IRB Manager is the product used for the entire lifecycle of human subjects research, from the development and submission of protocol applications by researchers to the review of the applications by the Institutional Review Board through approval, amendment, renewal, and eventual closure. Export Controls are Federal laws restricting the transfer of goods and technology to and the performance of services for persons and entities outside the United States. The Research Information Security Enclave, or RISE, is a cloud-based system that uses Microsoft Azure cloud to meet the appropriate standards for each sponsored-research effort.
