Emergency Manager


POSITION SUMMARY:

Under the direction of the Director of Clinical Services has 24-hour responsibility for the effective implementation of the philosophy, goals, policies, and procedures of the hospital. The manager must have the ability to be a change agent; provide staff development through the use of effective and motivational communications. The manager collaborates with other key hospital departments to ensure compliance with state, federal and other regulatory bodies. The Manager act as an operational and/or clinical resource for their department. The manager has authority to make decisions in the department in the areas of patient care, human resources, and financial management.


POSITION REQUIREMENTS:

Minimum Education:

  • BSN required or enrollment in courses that can be applied to the formal BSN program within six months of hire.

License Required:

  • Current State of Nevada RN license

Certification Required:

  • BLS, ACLS & PALS

Minimum Work Experience:

  • Ability to communicate with employees, physicians, patients and administrative staff in a courteous and professional manner.
  • Five years’ experience preferred.
  • Demonstrated operational and/or clinical competence in relevant area of service.
  • Patient Centered Care focus.
  • Demonstrated leadership ability and potential managerial competency.
  • Evidence of this includes, but is not limited to, effective communication skills, ability to deal well with people, ability to problem solve, ability to confront/resolve issues, ability to motivate others, ability to plan, organize, and direct the activities of others.


POSITION ESSENTIAL FUNCTIONS:

Staff

  • Ensures that new employees and other designated individuals have attended general hospital orientation as required.
  • Ensures staff members have completed and/ or maintained competencies and any licensing/certification as designated by their job description.
  • Identifies and works with the Clinical Educator (or other appropriate leader) as needed to ensure that staff develops needed competencies based on quality performance results and service line changes.
  • Communicates effectively with staff to avoid or resolve conflicts which may hamper relations and productivity.
  • Demonstrates willingness to identify and/or assume activities relative to the developmental needs of the department.
  • Accepts assignment as preceptor for new staff.
  • Collaborates with other departments to create systems and problem solve ongoing issues that impact departmental/organizational goals and/or patient care delivery.
  • Demonstrates a commitment to a healthy work environment by modeling desired behaviors and encouraging those in others.
  • Demonstrates the ability to cope with and manage change, as well as help others do the same.
  • Is recognized as a positive role model.
  • Demonstrates dependability/flexibility in meeting scheduling needs of the department and hospital.

General Duties

  • Identifies critical aspects/elements of care to be monitored as part of CQI yearly process.
  • Collaborates with the quality control representative in the development of a CQI unit based calendar.
  • Submits quarterly and monthly reports as scheduled.
  • Disseminates unit CQI results as evidenced in staff meeting minutes.
  • Performs/participates in assessment for programs as assigned.
  • Implements unit level program with defined parameters.
  • Evaluates program to identify effectiveness.
  • Reports agreed upon unit compliance metrics with regulatory agencies' standards to the quality and or compliance committee.
  • Monitors the staff's understanding of established emergency, infection control1 and/or universal precautions procedures as evidenced by CQI reports, incident follow ups, and staff meeting minutes.
  • Patient Satisfaction
  • Reviews HCAHPS scores monthly.
  • Implements best practices to improve performance on HCAHPS scores.
  • Rounds regularly to identify opportunities for improvement with employees, colleagues, or with the patients if required by position.
  • Conducts monthly inventories to ensure adequate supplies, equipment are available, maintained and within expiration guidelines.
  • Investigates accidents, injuries and/or complaints to staff, patients and/or visitors and communicates with appropriate entities (ie: Risk Management, QA, HR, Infection control, employee health, etc.).
  • Proactively intervenes in overload or other challenging situations within department and/or hospital.

Patient Care

  • Assesses and diagnoses patient and family needs in order to provide quality care to assigned patients.
  • Provides patient care, evaluates outcomes, consults with others as needed and adjusts care plans as needed, to ensure optimal care.
  • Performs system assessments as designated and at appropriate intervals on all assigned patients, recognizing disturbed physiology and abnormal parameters.
  • Identifies discharge planning needs of patient/family/significant other on admission.
  • Evaluates identified problems, care provided and patient's responses are assessed in order to meet patient and family needs to ensure overall quality of care delivered.
  • Assesses, evaluates, and carries out nursing interventions and teaching for emergency department patients.
  • Demonstrates skill and knowledge in nursing management of emergency situations.
  • Demonstrates knowledge and skill in use of special equipment such as IV pump, Hotline, VS monitor, Cardiac monitor.
  • Demonstrates knowledge of setting up and maintaining sterile field for minor OR procedures such as insertion of central lines, chest tubes, etc.
  • Demonstrates knowledge of current policies and procedures pertaining to vaccination of patients and the documentation of teaching done.
  • Demonstrates knowledge and skill in specific areas of clinical experience, as applicable.

Judgment

  • Demonstrates the skills and judgment necessary to implement medical plan of care, nursing interventions and procedures as necessary for the care of the patient.
  • Demonstrates knowledge of hospital policies and procedures for administering, transcribing and recording medications.
  • Demonstrates knowledge of commonly used meds: action, dose, and side effects.
  • Observes 10 rights of medication administration: right med, right dose, right time, right route, right patient, right education, right documentation, right to refuse, right assessment, right evaluation.
  • Demonstrates proper procedures in all methods of medication administration.
  • Administers blood and blood products following hospital policy and procedures.
  • Initiates and maintains IV access according to hospital policy and procedures.
  • Assesses and documents IV site per unit standard.
  • Develops patient/family/significant other teaching and discharge plan as per unit standard.

Documentation

  • Maintains up-to-date and accurate documentation of nursing care provided to ensure the integration of Information for use by the healthcare team to ensure quality care.
  • Nursing assessment is complete and accurate within the emergency department unit standard.
  • Nursing documentation is reflected in the integrated progress notes with an entry made per unit standard and when reassessment of the patient requires.
  • Monitors and ensures accuracy of documentation in the patient EMR.
  • Medication administration record must include title of nurse administering med, time given, reason for omission, site for injection (if applicable) and waste witnessed.
  • Discharge plan accurately reflects patient and/or significant other's ability to manage care after discharge. Referrals are made based on identified needs.
  • COBRA forms are complete and accurate.
  • Demonstrates proper access and documentation of narcotics in pyxis and EMR.
  • All Physicians orders are acknowledged within EMR.
