DESCRIPTION


Idaho National Laboratory’s (INL) Project Management Office is seeking forward-thinking professionals interested in exploring a career as a Manager, PMO Infrastructure Projects Department.

Our team works a hybrid 9x80 schedule located in Idaho Falls, Idaho with every other Friday off!

RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:

  • Provide direction and leadership to Project Managers (PM) in support of mission activities throughout the INL, in compliance with DOE Order 413.3B as implemented.
  • Serve as a key member of the PMO Leadership Team and will be responsible for a combination of independent work assignments, consultation with PMO and other Business Management Directorate (BMD) management on unique issues and solutions, and collaboration regarding project management governance and practices.
  • Provide all aspects of human capital management including hiring a versatile and diverse workforce, providing development opportunities, mentoring, and managing personnel performance, and rewarding employees.
  • Collaborate with INL facilities and infrastructure managers in multiple mission areas in compliance with DOE Order 413.3B and associated project management practices and principles throughout the project lifecycle – i.e. planning, organizing, staffing, leading, reporting, and assessing/improving project performance.
  • Partner directly with the PMO Policy and Assurance Manager to develop, implement, and ensure compliance with INL project management policies, procedures, and guidance throughout the laboratory, and as the infrastructure project management subject matter expert for training and development programs developed and managed by the INL PMO.
  • Collaborate with infrastructure projects leadership in the Facilities and Site Services (F&SS) directorate, and at the INL Materials and Fuels Complex (MFC), Specific Manufacturing Capability (SMC), and Advanced Test Reactor (ATR) sites, as well as with other supported organization management to ensure consistent and professional PM support of infrastructure project planning and execution.
  • Partnering in the development and management of the organization’s strategic plan, including mission, Key Result Areas (KRA), policies, programs, and ongoing self-assessment
  • Working to establish and maintain requirements and policy-based governance systems, while ensuring project teams are fully and effectively supported and that PM utilization, training, and development are effectively integrated with those from all other PMO departments
  • Serve as an active advocate and ambassador for the PMO, to advance its mission and reputational standing
  • Projects range from small construction and/or maintenance to complex, high-profile congressional line-item capital investment projects.
  • Review of project plans, estimates, costs, contracts, schedules, and resource requirements
  • Plan, implement, monitor and control, and closeout infrastructure projects applying INL PMO and business management systems (e.g., P6, BDSIS, COBRA, etc.) and with key customers and collaborators from around the laboratory (e.g., engineering, procurement, construction, business management, etc.)
  • Ensure maintenance, review, and revision of baseline schedules and budgets consistent with established INL PMO change control policy
  • Leads and coordinates infrastructure PM professional training and development activities
  • Provides oversight and leadership of PM engagement in the development and maintenance of the Performance Measurement and Performance Baseline schedules, Life Cycle Schedules (LCS) and the Field Execution Schedules (FES)
  • Provides oversight and leadership in support of project managers’ efforts leading the development of project Work Breakdown Structures (WBS), INL work authorizations documents (IWAD), project performance measurement and analysis, funds management, spend forecasts, performance forecasts, estimates to complete, cost control and earned value performance measurement including the Budgeted Cost for Work Scheduled (BCWS), Budgeted Cost for Work Performed (BCWP), Actual Cost of Work Performed (ACWP), and Schedule Variance (SV)/Cost Variance (CV); and associated reporting and information distribution internally and to DOE and collaborators
  • Provides support to the INL PMO Policy and Assurance department during surveillances and corrective action planning during internal DOE/INL surveillances and DOE Office of Project Management external project EVMS certification surveillances and assessments
  • Assists in training classes, mentoring personnel, and providing oversight of project management processes
  • Provides subject matter expertise and guidance on matters such as risk analysis, schedule of values, contracting strategies, subcontractor relationships, tiers, and markups, change orders, and other project management practices in compliance with governance and systems
  • Provides leadership and assistance to infrastructure PMs on other complex, high-risk projects
  • Provides leadership and assistance to customer directed requests pertaining to infrastructure projects
  • Directly contribute to the development of new project management concepts and techniques, and serves as an advocate and spokesperson for the organization on project management policies, plans, and objectives.
  • Improves technical/ professional skills of junior staff through mentoring and training, and provides leadership in identifying, promoting, and developing new opportunities across the INL.
QUALIFICATIONS

Minimum Requirements:
  • Bachelor’s degree and 10 years of experience or Advanced degree and 8 years of experience
  • Must have significant experience leading project management activities for complex and high-profile projects
  • Must have experience with DOE Order 413.3 requirements and practices
  • Must have senior level knowledge of infrastructure project management techniques and recommended practices
  • This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship.

Preferred Requirements:

  • Project Management Professional (PMP) certification or equivalent is desirable.

Job Information

  • Salary Grade 230 ($121,212 - $206,232)
