We are seeking a highly skilled and experienced Project Manager to provide advanced project management support for the METS and System Modernization project. As the Project Manager, you will play a crucial role in leading and ensuring the successful completion of the System Modernization initiative at The Minnesota Department of Human Services, including managing technical, resource, schedule, communication, and financial planning aspects of the project.

Responsibilities:

  • Provide leadership for the METS and System Modernization projects, including technical, resource, schedule, communication, and financial planning.
  • Manage the pre-identified METS and System Modernization project portfolios.
  • Communicate and incorporate the business owner's visions, business plans, and key objectives into the projects.
  • Establish and communicate clear performance expectations to the team members.
  • Provide regular updates to MNIT, METS and System Modernization Portfolio Management teams, and DHS leadership.
  • Mentor State and other vendor staff on project management and vendor management as needed.
  • Foster a culture of staff engagement and collaboration to support State objectives.
  • Establish, manage, and leverage business and technology relationships both internally and externally.
  • Facilitate knowledge transfer within the team.
  • Provide strategic vision and thinking with a focus on outcomes.
  • Create clear and attainable project/program objectives and requirements.
  • Manage program/project constraints of cost, time, and scope.
  • Build strong relationships with team members and stakeholders.

Minimum Qualifications:

  • Four years of experience with IBM Cúram solution for healthcare reform.
  • Four years of experience working with Independent Validation and Verification (IV&V) process.
  • Four years of experience working with the Federal Government's Advance Planning Document (APD) process.

Desired Skills:

  • Demonstrable leadership ability.
  • Ability to direct and manage program/project development from beginning to end.
  • Ability to define program/project scope, goals, and deliverables in collaboration with project sponsors and stakeholders.
  • Ability to estimate program/project resource requirements and make necessary changes.
  • Ability to identify and manage program/project dependencies and critical path.
  • Proficiency in establishing program/project timelines and milestones, using appropriate tools for tracking.
  • Ability to manage changes in program/project scope, identify potential crises or issues, and devise contingency plans.
  • Excellent communication skills to effectively convey program/project plans, updates, progress, issues, and successes.
  • Six or more years of experience with IBM Cúram solution for healthcare reform and/or downstream integrated systems that consume or use the Curam healthcare data.

This is a full-time position primarily performed remotely, with occasional on-site work in St. Paul, MN.

This position is for a 1 year contract.

Job Type: Full-time

Pay: $55.00 - $85.00 per hour
