Summary/Objective:
The primary purpose of this position is to manage policies, procedures, and practices within the Assisted Living Facilities to ensure compliance with State and Federal regulations and maintaining a survey ready state.
The Quality Manager must be familiar with CMS, Department of Health and environment and follow the office of Inspector General (OIG) compliance program requirements for Assisted Living Facilities. Additionally, this position will regularly advise and receive direction from the organization’s Director of Operations, Director of Human Resources, or Chief Executive Officer, as it relates to Assisted Living Changes or key issues.
This position also manages and ensures implementation of the Quality Management program for Senior Housing Options, Inc., ensures delivery of appropriate training needs to ensure smooth operations at all Senior Housing Options (SHO) Alternative Care Facilities (ACFs), and serves as a subject matter expert for training and compliance needs to include training programs for CPR, First Aide, and Medication Administration.
Essential Functions:
· Oversee Assisted Living Communities quality and compliance program that includes monitoring, auditing, and reporting of all ACF locations’ QMs on a quarterly basis.
· Investigate complaints and areas of concern which have arisen out of ongoing monitoring and employee reporting
· Report results of compliance reviews to each Assisted Living Residence Administrator and Director of Operation’s, along with Plans of Correction to remedy opportunities and weaknesses identified.
· Assists facility Administrators with pre-survey preparation, surveys, complaint investigations and occurrences as assigned.
· Conducts and reviews quality management reporting for all ACF facilities on a quarterly basis
· Ensure resident treatments comply with internal policies, clinical protocols, and regulatory requirements
· Work with Director of Human Resources and the Director of Operations to ensure delivery of onsite and remote employee training as required by regulations and as needed to ensure success of recommended plans of correction. Implement other training needs to include competency training at ACF locations
· Provide additional support or tools necessary to implement recommended Plans of Corrections to Assisted Living Residence Property Administrators.
· Update new employee training curriculum for Assisted Living Residence Employees as needed for regulatory compliance and best practices.
· Stay abreast of regulatory, ethical, and legal issues for Assisted Living Residences and develop and recommend policies and procedures as directed to promote best practices in all areas of ACF compliance.
· Assist Administrators, in developing Plans of Corrections for regulatory agency audit survey deficiencies and occurrence reporting in resident services and other areas related to ACF.
· Utilizes interpersonal communication skills, conflict management skills and leadership skills including mentoring and coaching.
· Participates in outside committees and associations to represent the management company in the industry and to gain updated information on trends and activity within the health care industry.
Other Responsibilities:
· Authorized to make decisions about when and how to report an incident to the state health department in accordance with occurrence reporting regulations. However, must keep Director of Operations informed of actions to be taken prior to giving directions to managers.
· Must be proficient and obtain specific knowledge about database management and know how to navigate and utilize Microsoft Access, Point Click Care and Relias Learning system.
· High proficiency with Word, Excel, SharePoint, Access, and PowerPoint to draft and complete metrics, policies or presentations for training and developing purposes.
· Give direction and guidance to managers of Assisted Living Residence in relation to quality management and Assisted Living Residence compliance
· Understand medication management and develop ongoing procedures to ensure compliance is met.
· Organize CPR and First Aid Training for the organization.
· Conducts investigations of reportable occurrences timely and appropriately
· Serves as subject mater expert for organization’s infection prevention and infection control process
· Assist managers in writing plans of correction and reviews these plans before they’re officially published or presented
· Serves as one of the on-call staff on a home office rotation.
· Serves as one of the emergency back up staffing members from Home Office.
· Other duties as assigned by the Director of Operations.
Work Environment:
· Sitting for long periods, standing, and walking intermittently
· Local and overnight travel required as needed
· May be subject to exposure to infectious waste, diseases and conditions including blood-borne pathogens such as HIV and Hepatitis viruses
· Works beyond normal working hours, on weekends and holidays. May be called during off hours to respond to an emergency or unusual situations

Education and Experience:
· A minimum of two years’ experience providing quality management in assisted living, long term care, or another related health-care management required
· Licensed Practical Nurse preferred
· Valid Driver’s License and Insured Vehicle
· Must be familiar with all applicable regulations
· Must have updated Assisted Living Administrator license or willing to obtain the certification at employee’s expense
· Must have QMAP Qualification
· Must be able to read, write, speak, and understand the English language
Expected Hours of Work:
This role is considered full time and works 40 hours per week or longer as needed.
